TODO LIST FOR THE VERSATILE GOVERNOR:
 1) Make the D-Bus stuff actually *do* stuff!
   (make command-line client and implement at least an initial interface
    to change parameters (will need to have algorithm parameter selection
    and algorithm selection after point 2)))
 2) Make the algorithm smarter and pluggable
   (make multiple algorithms and allow for .so's to be made as plugins)
2a) Drop capabilities we don't need
 3) Auto-tool-ize
 4) Release 1.0
 5) Party!
 6) make a gnome applet to talk to the governor
 7) Break ground on the Flexible Profiles system, since it links in to this
     project
